Decision of the Central Committee of the Communist Party of China on Seriously Studying, Propagandizing, and Implementing the Spirit of the 20th National Congress of the Communist Party of China

In order to deeply study, promote, and implement the spirit of the 20th National Congress of the Communist Party of China, unify the thoughts of the entire Party and the people of all ethnic groups in the spirit of the 20th National Congress of the Communist Party of China, and concentrate our efforts on the various tasks determined by the 20th National Congress of the Communist Party of China, the following decision is made.
1、 Fully understanding the significant significance of learning, promoting, and implementing the spirit of the 20th National Congress of the Communist Party of China
The 20th National Congress of the Chinese Communist Party was held in Beijing from October 16 to 22. This is a very important conference held at a critical moment when the entire Party and the people of all ethnic groups in the country embark on a new journey of comprehensively building a socialist modernized country and march towards the second centenary goal. It is a conference that holds high the banner, gathers strength, and advances in unity.   This paper expounds such major issues as opening up a new realm of Chinese Marxist philosophy and modernization in China, and the Chinese characteristics and essential requirements of Chinese path to modernization, makes a strategic plan for comprehensively building a socialist modern country and comprehensively promoting the great rejuvenation of the Chinese nation, and makes a comprehensive deployment for comprehensively promoting the overall layout of "Five in One" and the strategic layout of "Four Comprehensions".  
  It is a political declaration and action plan for the Party to unite and lead the people of all ethnic groups in the country to achieve new victories in socialism with Chinese characteristics, and is a programmatic document of Marxism. The Constitution of the Chinese Communist Party (Amendment) reflects the achievements of the Party's theoretical innovation, practical innovation, and institutional innovation since the 19th National Congress of the Communist Party of China, and reflects the important thoughts, important views, major strategies, and major initiatives identified in the report of the 20th National Congress of the Communist Party of China. It puts forward clear requirements for upholding and strengthening the Party's all-round leadership, unswervingly promoting comprehensive strict governance of the Party, upholding and improving Party building, and promoting the Party's self revolution.
 
  Theoretical confidence, institutional confidence, and cultural confidence are of great practical and profound historical significance in uniting and striving for the comprehensive construction of a socialist modernized country and the comprehensive promotion of the great rejuvenation of the Chinese nation.

2、 Comprehensively and Accurately Study and Understand the Spirit of the 20th National Congress of the Communist Party of China
To learn and understand the spirit of the 20th National Congress of the Communist Party of China, we must adhere to a comprehensive and accurate understanding of the connotation, and accurately grasp the extension.  
1. Deeply understand the theme of the 20th National Congress of the Communist Party of China.   This is the theme of the 20th National Congress of the Communist Party of China, which clearly declares the major issues of what flag our party should hold, what path we should take, what kind of spiritual state we should adopt, and what kind of goals we should continue to move towards in the new journey.   To carry forward the great spirit of party building is to solemnly declare that the whole party must abide by the great spirit of party building, maintain the flesh and blood ties between the party and the people, maintain the political nature of modesty, prudence, hard struggle and the will to dare to struggle and win, and ensure that the party always becomes a strong Leadership core of the cause of Socialism with Chinese characteristics. Confidence, self-improvement, integrity, innovation, and determination to move forward are solemn declarations that the entire Party must maintain a confident, resolute, and self-improvement spirit, maintain a calm and courageous work attitude, and never slack off and forge ahead with a striving attitude, so that all work can better reflect the times, grasp the rules, and be creative. To comprehensively build a modern socialist country and comprehensively promote the great rejuvenation of the Chinese nation is to solemnly declare that the whole party must firmly adhere to the central task of the party in the new era and new journey, concentrate all forces, eliminate all interference, and adhere to comprehensively promote the great rejuvenation of the Chinese nation with Chinese path to modernization. Unity and struggle is a solemn declaration that we must constantly consolidate the great unity of the entire Party and the people of all ethnic groups in the country, strengthen the great unity of the Chinese people at home and abroad, and form a strong joint force of working together to achieve the Chinese Dream.
2. Deeply understand the work of the past 5 years and the great changes of the new era in the past 10 years. The five years since the 19th National Congress of the Communist Party of China have been extremely unusual and extraordinary.   In the spirit of making great efforts, we have pushed forward Socialism with Chinese characteristics in the new era, overcome many problems that have not been solved for a long time, and accomplished many important things that have a long-term bearing on our affairs. We have promoted the cause of the Party and the country to achieve remarkable achievements. In the 10 years since the 18th National Congress of the Communist Party of China was held, we have experienced three major events of great practical and far-reaching historical significance to the cause of the Party and the people: first, ushering in the centennial of the founding of the CPC; second, entering a new era of socialism with Chinese characteristics; and third, completing the historical task of eradicating poverty and building a moderately prosperous society in all respects, and achieving the first centennial goal. This is a historic victory won by the CPC and the Chinese people in their united struggle, a historic victory that shines brightly in the history of the development of the Chinese nation, and a historic victory that has far-reaching impact on the world. In the past 10 years, we have comprehensively implemented the Party's basic theory, basic line and basic strategy, adopted a series of strategic measures, promoted a series of revolutionary practices, achieved a series of breakthroughs, achieved a series of landmark achievements, withstood the risk challenges from politics, economy, ideology, nature and other aspects, and made historic achievements and historic changes in the cause of the Party and the state, Promote China to embark on a new journey of comprehensively building a socialist modernized country. The great changes of the new era in the past 10 years have milestone significance in the history of the Party, New China, reform and opening up, socialist development, and the development of the Chinese nation.
    The "Two Establishes and Two Safeguards" is a major political achievement of the Party in the new era, and a decisive factor in promoting the cause of the Party and the country to achieve historic achievements and historic changes.    

3. Deeply understand and open up a new realm of Chinese Marxist philosophy and the times. Marxism is the fundamental guiding ideology for us to establish the Party and the country, and to revitalize the Party and the country. Our experience has taught us that, at the fundamental level, we owe the success of the Communist Party of China and socialism with Chinese characteristics to the fact that Marxism works, particularly when it is adapted to the Chinese context and the needs of our times Since the 18th National Congress of the Communist Party of China, there have been new changes in the domestic and international situation and new requirements for practice. It is urgent for us to deeply answer a series of major era issues related to the development of the Party and the country, as well as the governance of the Party and the country, from the perspective of combining theory and practice.   The "Ten Clarifications", "Fourteen Persistences", and "Thirteen Achievements" proposed at the 19th National Congress of the Communist Party of China and the Sixth Plenary Session of the 19th Central Committee summarize the main content of this ideology, which must be persisted in for a long time and continuously enriched and developed. Only by combining the basic principles of Marxism with China's specific reality, with China's excellent traditional culture, and adhering to the application of Dialectical materialism and Historical materialism, can we correctly answer the major questions raised by the times and practice, and can we always maintain the vitality and vigor of Marxism. It is the solemn historical responsibility of contemporary CPC people to constantly write a new chapter of Chinese Marxist philosophy and the times.   In the great practice of the new era, we should constantly open up a new realm of Chinese Marxist philosophy and modernization.
4. Deeply understand the mission and task of the CPC in the new era and new journey. From this day forward, the central task of the CPC will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. The 20th National Congress of the Communist Party of China provided a macro perspective on the two-step strategic arrangement for comprehensively building a socialist modernized strong country, with a focus on deploying strategic tasks and major measures for the next five years. This is a great and arduous undertaking, with a bright future and a long way to go. At present, China's development has entered a period where strategic opportunities and risks coexist, and uncertain and unpredictable factors are increasing. Various "black swan" and "gray rhinoceros" events may occur at any time. We must be more mindful of potential dangers, be prepared to deal with worst-case scenarios, and be ready to withstand high winds, choppy waters, and even dangerous storms. On the way forward, we must adhere to and strengthen the overall leadership of the Party, adhere to the path of Socialism with Chinese characteristics, adhere to the people centered development ideology, deepen reform and opening up, and carry forward the spirit of struggle. We must neither follow the old path of closed and rigid, nor take the evil path of changing the flag, adhere to putting the development of the country and the nation on the basis of our own strength, and firmly hold the destiny of China's development and progress in our own hands, Continuously strive for new victories in the comprehensive construction of a socialist modernized country. All of us in the Party must remember: Upholding the Party's overall leadership is the path we must take to uphold and develop socialism with Chinese characteristics; building socialism with Chinese characteristics is the path we must take to realize the rejuvenation of the Chinese nation; striving in unity is the path the Chinese people must take to create great historic achievements; implementing the new development philosophy is the path China must take to grow stronger in the new era; and exercising full and rigorous self-governance is the path the Party must take to maintain its vigor and pass new tests on the road ahead. This is a crucial and regular understanding that we have drawn from long-term practice. We must cherish it and always adhere to it. We will not relax on the green mountains, and lead and guarantee the great ship of Socialism with Chinese characteristics to ride the wind and waves and achieve stability.
5. Deeply understand the Chinese characteristics and essential requirements of Chinese path to modernization. On the basis of long-term exploration and practice since the founding of New China, especially since the reform and opening up, and through innovative breakthroughs in theory and practice since the 18th CPC National Congress, our party has successfully promoted and expanded Chinese path to modernization. Chinese path to modernization is a socialist modernization led by the CPC. It has the common characteristics of modernization in all countries, as well as Chinese characteristics based on its own national conditions. The 20th National Congress of the Communist Party of China summarized the Chinese characteristics of Chinese path to modernization, that is, Chinese path to modernization is the modernization of a huge population, the modernization of Common prosperity of all people, the modernization of material civilization and spiritual civilization, the modernization of harmonious coexistence between man and nature, and the modernization of peaceful development. The 20th CPC National Congress scientifically summarized the essential requirements of Chinese path to modernization: adhere to the leadership of the CPC, adhere to Socialism with Chinese characteristics, achieve high-quality development, develop Whole-process people's democracy throughout the process, enrich the people's spiritual world, achieve Common prosperity for all people, promote the harmonious coexistence of man and nature, promote the construction of a Community of Common Destiny, and create a new form of human civilization. This summary is the ideological and theoretical crystallization formed by the Party's profound summary of the historical experience of modernization construction in China and other countries around the world, and the continuous deepening of understanding, strategic maturity, and practical enrichment of how China, as an Eastern power, can accelerate modernization. We need to deeply understand and systematically grasp this essential requirement, especially to implement it in various work.
6. Deeply understand the major deployment of socialist economic construction, political construction, cultural construction, social construction, ecological civilization construction, and other aspects. In terms of economic construction, it is necessary to fully, accurately and comprehensively implement the new development concept, accelerate the construction of a Dual circulation, focus on promoting high-quality development, build a high-level Socialist market economy system, build a modern industrial system, comprehensively promote rural revitalization, promote regional coordinated development, promote high-level opening up, and promote the effective improvement of the quality and reasonable growth of the economy. In terms of social construction, we should adhere to ensuring and improving people's livelihood in the process of development, solidly promote Common prosperity, improve the distribution system, implement the employment priority strategy, improve the social security system, promote the construction of a healthy China, and constantly realize the people's aspirations for a better life. In the construction of ecological civilization, we should promote the construction of a beautiful China, accelerate the green transformation of the development mode, deeply promote the prevention and control of environmental pollution, improve the diversity, stability and sustainability of the Ecosystem diversity, actively and steadily promote carbon peaking and carbon neutrality, and promote the harmonious coexistence of man and nature.

7. Deeply understand major deployments in education, technology, talent, rule of law, and national security. The 20th National Congress of the Communist Party of China grasped the overall development trend at home and abroad, and highlighted the support of education, technology and talent, legal protection, and national security work in the development layout of the Party and the country. In terms of education and technology talents, we should adhere to the priority of education development, technological self-reliance and self-improvement, and talent leading drive. We should accelerate the construction of an education, technology, and talent strong country, ensure that people are satisfied with education, improve the technology innovation system, accelerate the implementation of the innovation driven development strategy, deeply implement the talent strong country strategy, and continuously shape new driving forces and advantages for development. In the construction of the rule of law, we should adhere to the comprehensive rule of law, adhere to the path of the rule of law of Socialism with Chinese characteristics, build a Socialism with Chinese characteristics rule of law system, build a socialist country under the rule of law, improve the Socialism with Chinese characteristics legal system with the Constitution as the core, solidly promote administration according to law, strictly and impartially administer justice, accelerate the construction of a society under the rule of law, and promote the construction of a China under the rule of law. 8. 9. Deeply understand the major deployment of adhering to the Party's comprehensive leadership and strict governance of the Party. The key to comprehensively building a socialist modernized country and promoting the great rejuvenation of the Chinese nation lies in the Party. As the largest Marxist governing party in the world, the CPC must always stay alert and determined to tackle the special challenges that a large party like the CPC faces, so as to maintain the people's support and consolidate its position as the long-term governing party. Since the 18th National Congress of the Communist Party of China, we have comprehensively and strictly governed the Party, and solved many prominent problems within the Party. However, the challenges faced by the Party in governance, reform and opening up, market economy, and external environment will persist for a long time, and there will be risks of spiritual laziness, insufficient ability, detachment from the masses, and negative corruption. The whole party must keep in mind that comprehensive and strict governance of the party is always on the road, and the party's self revolution is always on the road. There must be no mood of slacking off, fatigue and weariness. We must persevere in promoting comprehensive and strict governance of the party, deepen the new great project of party building in the New Era Party, and lead the social revolution with the party's self revolution.   We will resolutely win the protracted fight against corruption and comprehensively promote the Party's self purification, self-improvement, self innovation and self-improvement, so that our Party will adhere to its original mission and always become a strong Leadership core of leadership in the cause of Socialism with Chinese characteristics.
3、 Seriously carrying out the study and promotion of the spirit of the 20th National Congress of the Communist Party of China
To study and promote the spirit of the 20th National Congress of the Communist Party of China, we must not only grasp it as a whole and comprehensively, but also highlight the key points and grasp the key points.   Focusing on the significant achievements since the 19th National Congress of the Communist Party of China and the great changes in the new era over the past 10 years; Focus on grasping the world outlook and methodology of the latest achievements of the modernization of Chinese Marxist philosophy in China, and adhering to and using the positions and methods that run through them; Focus on the innovation and breakthrough of Chinese path to modernization in theory and practice; Focus on implementing the major decisions and deployments made at the 20th National Congress of the Communist Party of China;    
1. Effectively focus on learning and training. Closely combining with the theme education to be carried out by the Party Central Committee throughout the entire Party, we will provide various forms, levels, and full coverage of training for all Party members, and organize all Party members and cadres to seriously study the spirit of the 20th National Congress of the Party. The Party Central Committee will hold a seminar for new members and alternate members of the Central Committee to learn and implement the spirit of the 20th National Congress of the Communist Party of China. The theoretical learning center group of party committees (party groups) at all levels should focus on learning the spirit of the 20th National Congress of the Communist Party of China, formulate a systematic learning plan, and list special topics for discussion. We must promote the comprehensive and strict governance of the Party to develop in depth, maintain strategic focus, always tighten the string of strict and strict governance, and continuously solve prominent contradictions and deep-seated problems within the Party.   We must adhere to the fundamental purpose of serving the people wholeheartedly, foster a strong view of the masses, implement the Mass line, respect the people's initiative, adhere to all for the people and rely on the people, always maintain flesh and blood ties with the people, always accept criticism and supervision from the people, and always share the same breath, destiny, and heart to heart with the people. We need to strengthen practical and professional training, focus on honing cadres in major struggles, enhance their ability to promote high-quality development, serve the masses, prevent and resolve risks, and firmly grasp the initiative in work.
5、 Effectively strengthening organizational leadership
Learning, promoting and implementing the spirit of the 20th National Congress of the Communist Party of China is the primary political task for the entire Party and the country in the current and future period. Party committees (leading groups) at all levels should prioritize learning, promoting, and implementing the spirit of the 20th National Congress of the Communist Party of China, and effectively strengthen organizational leadership.
1. Effectively assume leadership responsibility. Party committees (leading groups) at all levels should improve their political standing, make special arrangements in accordance with the deployment of the Party Central Committee and the actual situation of their respective departments in the region, propose specific requirements, focus on implementation, and quickly rise a wave of learning, propaganda, and implementation of the spirit of the 20th National Congress of the Communist Party of China. Organizations at all levels, propaganda departments, and other relevant departments should closely cooperate under the unified leadership of the Party Committee (Party Group). The organizational department should combine learning, propaganda, and implementation of the spirit of the 20th National Congress of the Communist Party of China with cadre education and training work, strengthen the construction of the leadership team, and grassroots party organizations. The propaganda department should solidly carry out the propaganda work of the spirit of the 20th National Congress of the Communist Party of China, and create a strong atmosphere for learning and implementing the spirit of the 20th National Congress of the Communist Party of China. Trade unions, Communist Youth League, women's federations and other mass organizations should fully leverage their own advantages and carry out unique learning and education activities. We need to strengthen work guidance, strengthen supervision and inspection, and promptly identify and solve existing problems.

We need to strengthen the interpretation and guidance of hot and sensitive issues, comprehensively and objectively, rigorously and prudently, solve doubts and dispel emotions, and maximize the cohesion of social consensus. To implement the responsibility system for ideological work, in accordance with the principles of whoever is in charge is responsible and territorial management, effectively strengthen the management of various propaganda and cultural positions, and prevent the dissemination of erroneous ideas, speeches, and harmful information.
3. Strive to improve actual results. We must adhere to practicality, respect laws, closely connect with the new expectations of Party members, cadres, and the masses, and strive to enhance the attractiveness, infectivity, and targeted effectiveness of studying, promoting, and implementing the spirit of the 20th National Congress of the Communist Party of China. We need to innovate forms and carriers, enrich methods and means, be good at using methods that the masses are willing to participate in and are convenient to participate in, adopt methods that are rich in the characteristics of the times and reflect practical requirements, and work hard to expand the breadth and depth of learning and publicity, so that learning and publicity have both rules and methods, and focus more on quality and effectiveness. We should fully utilize new technologies and applications, strengthen interactive communication and immersive experience, strive to expand the coverage and influence of our work, and generate a large flow of positive energy.
Each region and department should promptly report to the Central Committee of the Communist Party of China the situation of learning, promoting, and implementing the spirit of the 20th National Congress of the Communist Party of China.
