Li Hongzhong, Secretary of the Municipal Party Committee, presided over and delivered a speech. Li Hongzhong said in his speech that the 20th National Congress of the Party was the first national congress held after our Party entered the second historical process of centennial struggle, and it was a very important congress held at an important moment when our Party united and led the people of all ethnic groups to march towards a new journey of building a socialist modern country in an all-round way. The most fundamental purpose of "Welcoming the Grand Meeting" is to highlight the political soul. The most important thing is to deeply grasp the historical logic, theoretical logic and practical logic of "Two Establishes and Two Safeguards", and enhance the political, ideological and action consciousness of "two maintenance".  
Li Hongzhong stressed that loyalty is the great virtue and the first virtue of Communists and the political lifeline of leading cadres. Loyalty to the core and leader of the party is an important prerequisite for the unity and strength of a party.     We must be brave and adept at struggle, have a firm and clear stance on major issues of right and wrong, dare to speak up, face tough challenges, and have the courage to fight against all erroneous words and actions that weaken the leadership of the Party and undermine its unity. We must firmly shoulder the main responsibility and the primary responsibility of comprehensively enforcing strict governance of the Party, be brave in self revolution, promote the unity of not daring to corrupt, not being corrupt, and not wanting to corrupt, and strive to cultivate a clean and upright political ecology.
Li Hongzhong pointed out that we should take "strong responsibility and entrepreneurial achievements" as the end result of our work, take the victory of the 20th National Congress of the Communist Party of China as the main theme of our work, deeply study, publicize and implement the spirit of the 12th Municipal Party Congress, focus on hard work, practice hard work and do good deeds, and ensure that the decisions of the CPC Central Committee take root in Tianjin. Members of the Standing Committee of the Municipal Party Committee should closely combine their respective responsibilities and responsibilities, take the lead, further increase supervision and inspection efforts, and promote the implementation and effectiveness of various tasks at the 12th Municipal Party Congress.
